The 21st Century is the era of technology and Digital Revolution in the World. The Digital Revolution is the change from electronic technology to digital technology. Pakistan is a rapidly developing country and is one of the Next Eleven, the eleven countries that have a high potential to become the world’s largest economies in the 21st century. Change in the technology like shifts from paper environment/manual documentation to paperless environment/electronic or computerized system have been adopted by developing countries’ private as well public sector organisations. But, in Pakistan, still, most of the public sector organizations have old manual documentation system. It is never easy to bring change in their systems where the strong, rigid and red tap bureaucratic control, tall and complex hierarchy, centralization and high formalization. Government sector employees always oppose and resist the change through unions, political pressure groups and corrupt people who are supporting them from ministries, government officials and individuals. In that case, employees are mostly involved in change resistance behavior to take illegal benefit from the organisation. As a result, those public sector organisations failed to deliver and achieve desired results.
The Requirements:
1. Why public sector employees resist for change and how government organisations can change the mode of employees from resistance to acceptance? 10 marks
2. Suggest how public sector organizations can bring change in their systems to enhance the efficiency and effectiveness?

1. Why public sector employees resist for change and how government organisations can change the mode of employees from resistance to acceptance? 10 marks
Ans:

Most of the Public sector employees are not appointed according to the fair way they are appointed through corrupt political system. Most of them are not eligible for job. They thought they would be exposed if there is a better system in these organizations. Other reason is that, they are very corrupt and always trying to earn extra, but if there is a better modern system in organization, they can’t earn in that corrupt way.
Some employees are opposing because of their old style of working, they thought their style of working is best
Some employees are opposing because if there is a better system they will lose their jobs.
Government can change the mind set of their employees by giving them the assurance of their 100% job safety and security and some increments if they got training successfully and become the part of change with positive mind set.








2. Suggest how public sector organizations can bring change in their systems to enhance the efficiency and effectiveness?
Ans:

The public sector organizations should held workshops and seminars to prevail the benefits of new modern technology and systems.
Offer some modern technology short courses for employees.
Introduce better and modern system to save money and time.
Encourage the employees to become the part of change by giving their suggestions for improvement.
Hiring some young and talented people in organization.
Revision of JD’s(job description) of employees.
